1Meaning of Development

Development or progress is about aspirations, desires and the ways people and societies work towards better lives.

  • People ask what they need, how they should live together and whether life can be better for all.
  • Development involves goals such as greater equality and improved quality of life.
  • Development is not only an economic idea; it also connects with history and political science.
Core idea: Development is a broad process of improving people's lives and achieving desired goals.

2Different People, Different Goals

People have different aspirations because their life situations, needs and priorities differ.

  • A landless rural labourer may want more days of work, better wages, education and freedom from discrimination.
  • A prosperous farmer may seek assured income, better crop prices and opportunities for children.
  • A rural woman may seek equal freedom, education and decision-making opportunities.
  • An unemployed urban youth may prioritise regular employment and security.
  • People from different social and economic groups can therefore define development differently.
Important distinction: Different goals can also be conflicting goals.

3Conflicting Developmental Goals

What is development for one person or group may not be development for another and may even be destructive for them.

  • Industrialists may favour large dams for electricity.
  • People displaced by dams, including tribals, may prefer smaller check dams or tanks.
  • A girl's desire for equal freedom may conflict with expectations within a household.
Exam point: Development must be evaluated from the perspectives of different affected groups.

4Income and Other Goals

People want more income, but income alone does not capture everything important in life.

  • Material goals: regular work, better wages, decent prices, higher consumption.
  • Non-material goals: equal treatment, freedom, security, respect and dignity.
  • Some non-material goals can be more important than additional income.
  • Job choice may depend on family facilities, work atmosphere, learning opportunities, regular employment and time for family.
Remember: A good development outcome is a mix of material and non-material goals.

5National Development

When thinking about national development, different people can have different and conflicting ideas about what India should achieve.

  • We must ask which goals are important and how conflicts between goals should be resolved.
  • A fair and just path should be considered.
  • We should ask whether a proposed development benefits a large number of people or only a small group.
National development = thinking about collective goals, fairness, conflicts and wider benefits.

6How Countries or States Are Compared

The criterion used for comparison depends on the purpose. For development, income is an important starting point, but it is not sufficient.

  • Total income is not suitable for comparing countries with different populations.
  • Average income gives a more meaningful comparison of what an average person earns.
Per Capita Income = Total income of the country ÷ Total population

7Per Capita Income

Average income is also called per capita income. It is widely used to compare countries and states.

  • The World Bank uses per capita income as a major criterion for classifying countries.
  • The chapter's 2024 figures identify high-income/rich countries at US$66,500 or above and low-income countries at about US$2,300 or less.
  • The chapter states India's 2024 per capita income at about US$11,000, placing it in the low-middle-income category.
Do not confuse total income with per capita income.

8Average Hides Inequality

Average income is useful but does not show how income is distributed among people.

  • Two countries can have the same average income but very different distributions.
  • A society with relatively equal incomes may be preferred over one where most people are poor and one person is extremely rich.
Exam phrase: Average income hides disparities in the distribution of income.

9Income Is Not a Complete Indicator

Higher income does not automatically guarantee better health, education, safety or environmental quality.

  • Money cannot by itself buy a pollution-free environment.
  • It cannot guarantee unadulterated medicines.
  • Protection from infectious diseases often requires community-level preventive action.
  • Public services can strongly influence quality of life.

10Development Indicators

The chapter uses several indicators to compare quality of life and human development.

  • IMR: number of children dying before age one per 1,000 live births.
  • Literacy Rate: proportion of literate population in the 7-and-above age group.

  • Life Expectancy at birth: average expected length of life at the time of birth.

The chapter demonstrates why per capita income should be considered alongside health and education indicators.

12Public Facilities

Many important goods and services are best provided collectively because collective provision can be cheaper and more effective.

  • Examples include security, schools, healthcare and other basic facilities.
  • Government and society have a role in providing facilities so that people can access essential services.
  • Girls' access to secondary education can depend on adequate public and social facilities.
  • The Public Distribution System can influence health and nutritional outcomes.
Key idea: Development depends not only on private income but also on access to public facilities.

13Human Development

Once income is recognised as inadequate by itself, development is assessed through a broader human-centred approach.

  • Health and education indicators are used along with income.
  • The UNDP's Human Development Report compares countries using educational levels, health status and per capita income.
  • HDI stands for Human Development Index.
  • The chapter emphasises that what matters in development is what is happening to citizens—their health and well-being.

14Human Development Data: India and Neighbours

The chapter's Table 1.6 uses GNI per capita, life expectancy, mean years of schooling and HDI rank.

15Purchasing Power Parity (PPP)

PPP is used in international income comparisons so that a dollar represents comparable purchasing power across countries.

  • The chapter uses GNI per capita in PPP dollars in its international comparison table.
  • The purpose is to make cross-country comparisons of income more meaningful.

16Nutrition and BMI

The chapter includes BMI as an activity for thinking about nutritional status.

BMI = Weight in kg ÷ (Height in metres)²
  • Students measure weight and height, convert height to metres and calculate BMI.
  • The chapter directs students to BMI-for-age tables to interpret nutritional status.
  • The activity explicitly asks students to discuss food and exercise without body shaming.

17Sustainability of Development

Development should not destroy the resources and environmental conditions required by future generations.

  • The chapter warns that present types and levels of development may not be sustainable.
  • Environmental degradation is not confined by state or national boundaries.
  • Our future is linked together.
Memory line: Development must be desirable today and capable of being maintained for future generations.

18Renewable Resources

Renewable resources can be replenished by nature, but they can still be overused.

  • Groundwater is an example of a renewable resource.
  • If groundwater extraction exceeds replenishment through rain, the resource is being overused.
  • Thus, “renewable” does not mean “unlimited”.

19Groundwater Overuse

The chapter gives groundwater depletion as an example of unsustainable development.

  • About 300 districts had reported a water-level decline of over 4 metres during the previous 20 years cited by the chapter.
  • Nearly one-third of the country was overusing groundwater reserves.
  • If the trend continued, the chapter projected that 60% of the country could be doing the same in another 25 years.
  • Overuse is particularly noted in agriculturally prosperous Punjab and western Uttar Pradesh, hard-rock plateau areas, some coastal areas and rapidly growing urban settlements.

20Non-Renewable Resources

Non-renewable resources exist as a fixed stock and get exhausted after continued use because they cannot be replenished by nature on the relevant human timescale.

  • Crude oil is the chapter's main example.
  • New discoveries can add to known reserves, but these too can eventually be exhausted.
  • Countries dependent on imports can face problems when international oil prices rise.

21Crude Oil and Resource Sustainability

The chapter's crude-oil table shows how long reserves would last if extraction continued at the cited rate.

Choose the response that best shows why development cannot be defined in exactly the same way for everyone.

NCERT EXERCISE · CRITICAL THINKING

Kerala, with lower per capita income, has a better human development ranking than Haryana. Hence, per capita income is not a useful criterion at all and should not be used to compare states. Do you agree? Discuss.

Model Solution:

No, we do not fully agree. Per capita income is still a useful and necessary indicator because income provides the material means to afford nutrition, technology, infrastructure, and services.

However, per capita income cannot be the sole criterion. Money alone cannot buy a disease-free environment or ensure good public schooling unless collective public facilities exist. Kerala outperforms Haryana because of timely government investments in healthcare, literacy, and the Public Distribution System (PDS). Hence, income must be used alongside health and educational indicators.

Why is the issue of sustainability important for development?

Sustainability is essential because development that depletes natural resources or destroys the environment is self-defeating and cannot last. Sustainable development means “meeting the needs of the present without compromising the ability of future generations to meet their own needs.”

If groundwater is over-pumped or fossil fuels are exhausted today, economic growth will collapse tomorrow. Hence, sustainability ensures that progress is durable and long-lasting.

Using the BMI-below-normal table for India, compare Kerala and Madhya Pradesh. Can you guess why around one-fifth of people are undernourished even though there is enough food in the country?

Comparison: In Kerala, the percentage of adults with below-normal BMI is among the lowest in India (~8.5% for males and ~10% for females), whereas in Madhya Pradesh, it is significantly higher (~28% for males and ~26% for females).

Reasons for Undernourishment despite Adequate Food:

➗ Per Capita Income — “Total ÷ People”

Per Capita Income = Total Income ÷ Total Population
  • It is also called average income.
  • It is more useful than total income for comparing countries with different populations.
  • The World Bank uses per capita income as a major criterion for country classification.
Numerical trick: If average and number of people are given → Total income = Average × Population.

  • An average tells us the overall average but not the distribution.

  • Always mention disparity / distribution when asked for a limitation of averages.
